    A New York federal judge on Thursday reinstated a $1.3 million restitution order against a former attorney for Dick's Sporting Goods after the Second Circuit demanded another look, rejecting the attorney's contention that the money was an "excessive fine" under the Eighth Amendment for his role in a real estate kickback scheme.
