Two former U.S. Environmental Protection Agency administrators appointed by Republican presidents urged the D.C. Circuit Thursday to uphold the agency's Clean Power Plan, saying the rule limiting carbon emissions from existing power plants is a lawful exercise of the EPA's Clean Air Act authority in tackling climate change.
