A proposed class of retailers have asked a California federal court to block major banks and credit card companies from enforcing new fraud liability rules while the merchants pursue an antitrust lawsuit.

Visa and other credit card companies and a slew of major banks such as Bank of America were slapped with an antitrust complaint in California federal court that alleges they conspired to unlawfully shift fraud liability away from banks to a putative class of merchants who made legitimate attempts to switch to a new security chip system.
