FDA Rule Regulating Premium Cigars Vacated As 'Arbitrary'
A D.C. federal judge has vacated a U.S. Food and Drug Administration rule deeming premium, hand-rolled cigars as subject to the same regulations as other tobacco products, saying the burden to cigar makers under the rule outweighs the agency's arguments that it should be allowed to amend the rule without vacatur.
