Lubbock Advances Texland Petroleum's Fracking Plan

Law360, Dallas (February 1, 2013, 8:41 PM EST) -- Lubbock, Texas, edged closer to allowing fracking on city land Thursday as its City Council voted to add some city-owned acreage to a pooled unit where Texland Petroleum LP plans to drill for oil in the Clearfork formation of the Permian Basin, despite environmental concerns from residents.

The council voted 5-1 to ratify a pooling agreement that would join the city plot with surrounding farmland, allowing Texland to seek regulatory approval from the Texas Railroad Commission to drill a horizontal well on the land. Texland would...
