By Kenneth Weckstein and Shlomo Katz (July 11, 2018, 1:05 PM EDT) -- In fiscal year 2017, approximately 30 percent of protests resulted in the procuring agency announcing some type of corrective action.[1] Corrective action can take many forms, including: re-evaluating existing proposals, issuing an amended solicitation inviting offerors to submit new or revised proposals, or including the protester's proposal in the competitive range after excluding it initially. In each of those cases, the protester gets a second chance to win the contract that it didn't win the first time around. For that reason, whatever the form of the corrective action, protesters can usually view an agency decision to take corrective action as a "win."...
