Law360, New York (February 27, 2017, 12:57 PM EST) -- On Feb. 17, 2017, U.S. Department of Homeland Security Secretary John Kelly issued two policy guidance memoranda addressing President Donald Trump's January executive orders regarding border security and enforcement. The policy memos are intended to guide internal personnel and "supersede all existing conflicting policy directives, memoranda and other guidance" except for the June 15, 2012, Deferred Action for Childhood Arrivals (DACA) memorandum and the Nov. 20, 2014, DACA/DAPA (Deferred Action for Parents of Americans) memorandum. Currently, therefore, beneficiaries of the DACA program are not at risk of detention and removal under these policy guidelines....
