By Benjamin Horney ( September 15, 2014, 6:55 PM EDT) -- Thai oil and gas explorer PTT Exploration and Production Pcl is teaming up with state-run oil producer Saudi Aramco to submit a proposal to the Vietnamese government to construct a $22 billion refinery and petrochemical complex in Vietnam, according to a Monday report from Reuters. Each entity would own 40 percent of the project — which would have the capacity to produce 400,000 barrels per day — and the Vietnamese government would hold the remaining 20 percent, the report said....
