Reports surfaced on Thursday that regulators are in discussions with the embattled social network about the kind of multibillion-dollar fine that consumer groups have clamored for since March, when the FTC started looking at whether Facebook violated a 2011 promise to be transparent about its privacy practices when it allowed researchers with political consultancy Cambridge Analytica to hoover...
