Homeowners' Expert Blames Dams For Harvey Flooding

Law360, Houston (May 14, 2019, 10:37 PM EDT) -- Homeowners who live upstream of the Addicks and Barker reservoirs in Houston were flooded because of a “flood pool” that collected behind those dams, not because bayous overflowed their banks during Hurricane Harvey, an expert for the property owners testified Tuesday in a takings trial against the federal government.
