They adjudicate claims against non-Indians that involve (1) tribal land; (2) consensual relationships on tribal land (or on fee lands within a reservation) between the nonmember and the tribe or its members, through commercial dealing, contracts, leases or other arrangements; or (3) conduct by the nonmember on tribal land (or on fee lands within a reservation) that threatens or has some direct effect on the political integrity, the economic security or the health or welfare of the tribe.[1]...
