Law360, New York (January 19, 2010, 3:56 PM EST) -- The U.S. Supreme Court has refused to review a federal appeals court's decision reversing the Federal Energy Regulatory Commission's interpretation of its authority to issue a permit for the construction of a transmission facility when a state has withheld approval for more than a year.
