Law360, New York (February 23, 2011, 1:30 PM EST) -- As Congress attempts to break its budgetary gridlock by a March 4 deadline, the Office of Management and Budget is preparing contingency plans to keep vital operations functioning during a potential government shutdown, White House officials said Tuesday.
