Houston Leaders Assail Drainage Fee As Discriminatory

Law360, Houston (January 16, 2013, 8:35 PM EST) -- Houston officials Wednesday criticized a proposed fee on new construction in underdeveloped areas of the city designed to pay for drainage infrastructure improvements as discriminatory and as a threat to real estate projects in those areas.
