Caltech Scientists' Emails Protected, NLRB Says

Law360, New York (May 7, 2013, 9:04 PM EDT) -- The National Labor Relations Board ruled Monday that the California Institute of Technology violated federal labor law by reprimanding scientists at one of its labs for sending mass emails from work computers criticizing the institute’s required background checks.

Administrative Law Judge William Kocol said the emails, sent by scientists and engineers with Caltech's Jet Propulsion Laboratory, constituted a discussion by employees of their working conditions, and as such, the messages are protected under Section 7 of the National Labor Relations Act.
