Law360, New York (May 9, 2013, 5:14 PM EDT) -- An MGM Resorts International unit submitted its bid Thursday for a Maryland gambling license that would pave the way for its $800 million waterfront casino project — throwing an official gauntlet down before top rival Penn National Gaming Inc.
