Cuomo Signs NY Casino Bill, Sets Up Gaming Referendum

Andrew Cuomo on Tuesday signed legislation establishing ground rules for the siting of full-service casinos which, pending voter approval of a parallel referendum on changing the state's constitution to allow for games like poker and craps, will see four resorts built upstate in coming years.
