Stop And Fix Stop-And-Frisk, Quinn Tells Federal Judge

Law360, New York (September 3, 2013, 3:12 PM EDT) -- New York City Council Speaker Christine Quinn said in a court filing Sunday she opposes the Bloomberg administration's bid to stay changes to its "stop-and-frisk" program while the city appeals a court ruling that the police anti-street crime tactic disproportionately targeted minorities.

Quinn, vying to replace Michael Bloomberg as mayor, rejected the notion that a federal monitor would harm the city if allowed to implement changes that, according to U.S. District Judge Shira A. Scheindlin, could curb hundreds of thousands of unconstitutional stops.
