Andrew Cuomo on Tuesday dealt a blow to a centerpiece of his fellow Democrats' renewed push for higher wages, rejecting the idea that localities like New York City should be able to raise wages independently as one that could pit cities against one another.

Cuomo said he didn't support that part of a legislative package put forward by Democratic Conference Leader Andrea Stewart-Cousins, D-Yonkers, earlier this month — a plan that has the backing of New York City Mayor Bill de Blasio....
