Law360, Chicago (June 6, 2014, 2:28 PM EDT) -- Warren Barr III, the Chicago real estate developer indicted last month for allegedly running a $23 million mortgage fraud scheme, failed to appear for his arraignment Friday, with authorities questioning the excuse that he is stuck overseas because of visa problems.
