History Complicates SF's Surging Real Estate Development

Law360, New York (December 9, 2014, 9:34 PM EST) -- Although San Francisco has seen a remarkable resurgence in real estate development of late, developers dealing with the city's many historical buildings face a spate of land-use issues, increased costs and heightened uncertainty as to whether their project will even win approval, lawyers say.

It's already difficult to gain approval for projects because of strict city agencies and the California Environmental Quality Act, and the added layers of complexity and uncertainty of attempting to renovate, build around or above historical properties are slowing projects, particularly in the South of Market region, one of the city's hottest development zones.
