However, Congress kept responsibility for processing the 12 million visa applications with the U.S. Department of State. To fulfill President Donald Trump's goal of "extreme vetting" of foreign travelers, the administration is considering whether to make the Department of Homeland Security responsible for both visa policy and visa processing, a decision that would have far-reaching national security, economic and foreign policy implications....
