Mandell Attitudes toward the legalization of marijuana — or cannabis as some prefer — have seen tremendous shifts within the past 20 years since California voters enacted the first state law permitting its medical use. Today, 29 states have legalized marijuana in some form, meaning nearly two-thirds of Americans live in states with access to legal marijuana.
