Ex-Pa. Mayor Convicted In Pay-To-Play Scheme

Law360 (August 30, 2018, 6:49 PM EDT) -- A Pennsylvania federal jury on Thursday found ex-Reading mayor Vaughn Spencer guilty on charges of bribery and wire fraud in connection with a scheme in which he solicited campaign donations from city vendors in exchange for awarding them contracts.

The verdict followed about 2 1/2 hours of deliberations in Philadelphia, after summations in which a federal prosecutor rehashed wiretapped conversations portraying Spencer as a foul-mouthed oligarch who abused his contracting oversight, while his defense attorney painted him as a public servant wanting to turn around an impoverished city with a broken procurement process.
