In a motion filed Monday in the U.S. District Court for the Northern District of California, the plaintiffs in the case, Joseph Ruwe and Elizabeth Orlando, pointed out that the fees — $5 late fees and $15 reconnect fees — were relatively small when charged on an individual basis but that in the aggregate the fees amounted to millions.
