Court Must Decide If Sept. 11 Was 'Act Of War': 2nd Circ.

Law360, New York (May 23, 2012, 6:56 PM EDT) -- A federal appeals court remanded a case brought by the owners of a downtown Manhattan building against local New York agencies Wednesday, ordering a lower court to determine whether the Sept. 11 terrorist attacks constituted an act of war under federal hazardous substance laws.
