Coral Gables Claims Land Swap Flouts Zoning Requirements

By Nathan Hale (September 13, 2013, 7:22 PM EDT) -- The city of Coral Gables, Fla., has alleged in a lawsuit filed in Florida state court that a parcel developers chose for a new city trolley garage as part of a land-swap deal is not zoned for such usage.

The city says in its Sept. 9 complaint that it believes developers Astor Trolley LLC and Merrick Manor LLC have failed to comply with the closing conditions of their deal because the site where Astor has started to build a new trolley facility is zoned for commercial use and does not cover the city's intended use, which is an "auto-related industrial establishment."...
