Law360, New York ( August 18, 2015, 5:28 PM EDT) -- The group of 15 states that have filed an emergency petition seeking a stay of the U.S. Environmental Protection Agency's Clean Power Plan, which would limit carbon pollution from the electricity generation sector, argue that compliance with the rule will be difficult, time-consuming and will drain state agencies' resources. In declarations attached to the stay request, representatives from state agencies bemoan the rule's September 2016 deadline for submission of a plan outlining how the state will meet the rule's requirements or, at the minimum, a description of why the state requires an extension to submit the final plan to September 2018....
